Land Use and Planning Around Transit: What are the FTA's Expectations?

Land use and economic development together represent 40 percent of the FTA’s project justification rating for transitway projects. Yet what exactly are the FTA’s expectations?


In general, scores are higher when:
• Existing land uses and future plans have higher densities, a fine-grained mix of uses and pedestrian-friendly urban design;
• Planning efforts include not only station area plans, but also
subsequent rezoning, infrastructure capital improvement plans and development implementation programs; and
• Plans, policies and programs are adopted or in implementation rather than if they are just beginning or underway
