Metropolitan Council

The Metropolitan Council is the regional planning agency serving the Twin Cities seven-county metropolitan. The Council works with local communities to provide these critical services:

  • operates the region's largest bus system
  • collects and treats wastewater
  • engages communities and the public in planning for future growth
  • provides forecasts of the region's population and household growth
  • provides affordable housing opportunities for low- and moderate-income individuals and families
  • provides planning, acquisitions and funding for a regional system of parks and trails
  • provides a framework for decisions and implementation for regional services inclusing aviation, transportation, parks and open space, water quality and water management.

“I believe we should allow local communities to plan where development will occur, as long as regional services can be provided economically, rather than relying on a strictly defined metropolitan urban services area. We ought to coordinate more closely with the market to determine the land supply.”

Metropolitan Council Member Tony Pistilli was appointed to the Council by Minnesota Governor Tim Pawlenty in March 2003. Pistilli represents District 2, which includes Brooklyn Center, Brooklyn Park, Robbinsdale, Osseo, Spring Lake Park, Columbia Heights, Fridley and Hilltop.


Pistilli is the owner of Park Appraisal Service, a real estate appraisal company. Prior to starting his firm, Pistilli worked as a staff appraiser for several mortgage companies and also served as a branch assistant for the Department of Housing and Urban Development.

Until his appointment to the Council he was a member of the Brooklyn Park City Council (elected in 2000). He served on the Brooklyn Park Planning Commission from 1995 to 2000. He also served as President of the City’s Economic Development Authority.


Pistilli attended North Hennepin Community College, Augsburg College and the University of Minnesota.
